GNC INITIATIVES

PRIMARY LEADERSHIP INITIATIVES


* As part of the region's efforts to address "brain" drain, facilitate the development and implementation of an action plan to address the "graduate" brain drain.

* Examine the advisability, feasibility and method of establishing a full time career/technical high school in Norfolk that harnesses the applied teaching strategies of high quality career/technical education (CTE) and infuses them into college-preparatory academics.

* Explore the advisability, feasibility and method of establishing a Governor's School for Science, Technology, Engineering and Math (STEM) patterned after the Thomas Jefferson High School for Science and Technology in Fairfax County.




PARTICIPATORY INITIATIVES




* Continue to support/facilitate efforts in support of the goal of conventional passenger rail service to downtown Norfolk within three years and the longer term vision of high speed rail service to Bowers Hill/downtown Norfolk via the 460 corridor. Support efforts to maximize the opportunity of a rail terminal at Harbor Park by ensuring that the design of the initial station will accommodate future expansion and encourage transit oriented development around the station/ballpark.


* Support expansion of the light rail system by first doing everything we can, in collaboration with the Downtown Norfolk Council and others, to ensure the success of the light rail starter line.

* Collaborate with the Downtown Norfolk Council, Norfolk Convention & Visitors Bureau and Norfolk Festevents in assisting the City in the development of a conceptual plan for Waterside in the context of the overall downtown waterfront and in "activating" that conceptual plan.

* Support efforts to raise Base Adequacy Funding for the region's Universities to a minimum of 90% of State funding guidelines. Support the GROW BY DEGREES campaign, which advocates a sustained, long-term program of higher education investment and reform, embodied in State law, to ensure affordable access for Virginia students and to help prepare a world-class workforce, attract top jobs and propel Virginia's economic expansion.

* Support the Hampton Roads Partnership and VMASC in implementing the Hampton Roads Modeling & Simulation Strategy 2020, the regional strategic plan for developing the Modeling & Simulation industry in Hampton Roads.



MONITORING INITIATIVES




* Focus on the transportation infrastructure necessary to support the continued growth and development of The Port of Virginia, including the 564 Connector, a new limited access highway in the Route 460 corridor, Third Crossing and freight rail enhancements.

* Continue to be a champion for the second Midtown Tunnel and associated improvements.

* Continue to support efforts in opposition to the diversion of an aircraft carrier from Hampton Roads to Florida and to adequately fund U.S. Navy surface ship repair and maintenance.
